- cases in which there is a special need to improve public wellbeing or promote healthy child development and it is difficult to obtain the consent of the data subject;

(4) Entrustment of the Handling of Personal Information
Starzen Group may entrust the handling of personal information to third parties within the scope of the purposes of use stated in (1) above. If we entrust the handling of personal information to a third party, we carry out a strict investigation regarding the protection of personal information by the third party, implement a confidentiality agreement, and supervise the third party as appropriate.

Starzen Group will take necessary and appropriate measures to prevent the leakage, loss, or damage of personal information that it handles, and to ensure the safety of personal information. 5. Procedures for Requesting Notification of Purpose of Use or Disclosure, etc.

Where We Cannot Respond Your Request
In such events as prescribed below, we may not be able to respond to your request , in which case we will notify you with the reasons:- where we cannot confirm that the request for disclosure is made from the data subject himself/herself;
- where the prescribed request form is incomplete;
- where the requested information does not fall under the category of “Retained Personal Data”;
- where the handling fee is insufficient or not enclosed;
- where the power of representation cannot be verified for a request by a representative; or
